It's more about speed understanding and it takes practice. Here's one method to try.
SQ3R Method- 5 Steps
#1 Survey
#2 Question
#3 Read
#4 Recite
#5 Review
Basically: 1. Look through the passage 2. Ask questions throughout the passage trying to understand author's point 3. Circle stuff you think is important 4. Put it your own words 5. Say to yourself the point of the passage (But silently during the SAT or ACT. You'll look really weird talking out loud.)
